Yes. A customer can also be an accepted creator or agency. Each new customer earns under one program only, decided by the link they signed up through.
No. Creators and agencies need no paid plan, and accepted creators get Growth free while they keep publishing. Customer referrals work from any account including Free, though bonus actions are for sending, which needs a paid plan.
Monthly, once a referred customer's payment has cleared a 30-day hold and your balance reaches $50.
